Legislative background
The Childcare Act 2006 gives local authorities a key role in shaping the childcare market. It reinforces the partnership with providers from the private, voluntary, independent and maintained sectors that are necessary to create a diverse childcare market to meet parental needs.
Local authorities have a duty to secure sufficient childcare, so far as it is reasonable practical, for parents in their area.
